What is Title 24?
“Title 24” refers to Title 24 of the California Energy Code. This is a State mandated program to ensure new and remodeled buildings do not exceed their energy allowance.
Title 24 benefits the owner of the building by decreasing their energy costs and by ensuring that their equipment is sized and installed properly.
Do I need mechanical plans?
Mechanical plans are required for all Commercial buildings and Tenant Improvements where the HVAC unit or ducting will change. They are also required on Condo complexes. Mechanical plans are optional but recommended for custom homes.

Plumbing plans are required for all Commercial buildings and Tenant Improvements where the plumbing will change. They are also required on Condo complexes and custom homes.
When do I need a building permit?
A construction permit is needed for all new construction. In many cases, a permit is needed for repair or replacement of existing fixtures, such as replacing windows. A plumbing, electrical or mechanical permit may be needed for any addition or changes to a building’s existing system; for example, moving or adding an electrical outlet requires a permit. For plumbing, mechanical and electrical work, replacement or repair of fixtures (such as changing water faucets or replacing switches) does not normally require a permit. Replacing a water heater or adding a permanently wired light fixture does, however, require a permit.
